Limitations on grants (November 2021 – February 2022)

After calculating the grant and any compensation for lost stock, check whether the grant must be reduced according to one of the limitation rules.

The enterprise must have recorded a deficit during the grant period

See Section 3-1 third paragraph of the Regulation

Grants are only awarded to enterprises or corporate groups that have a calculated deficit during the grant period. The grant cannot exceed the deficit calculated by the enterprise or group for the grant period.

  • multiplied by 0.9 for small enterprises, and
  • multiplied by 0.7 for medium and large enterprises.

This limitation rule does not apply to compensation for lost stock. This means that an enterprise that generated a profit during the grant period can apply for compensation for lost stock.

The grant and compensation for lost stock cannot exceed the decrease in turnover in Norwegian krone

Calculated grants and compensation for lost stock cannot exceed the decrease in turnover measured in NOK.

The reduction in sales turnover equals to the difference between the revenue in the grant period compared with the revenue in the comparative period.

Enterprises will not be awarded a larger grant than is permitted under this rule.

Maximum amounts

The maximum grants per grant period for an enterprise or group are as follows:

• NOK 4 million for November 2021
• NOK 7.5 million for December 2021
• NOK 7.5 million for January 2022
• NOK 4 million for February 2022

Calculated grants and compensation for lost stock amounting to less than NOK 5,000 per grant period will not be awarded (cf. § 3-7). If the calculated grant and compensation for lost stock amounts to NOK 5,000 or more per grant period, the entire calculated grant will be paid out.

The total grant for all grant periods from and including March 2021 cannot exceed NOK 120 million. Compensation for lost stock is not included in the maximum grant limit for the grant periods from March 2021.

Repayment obligation in the event of a profit of at least NOK 50,000

Enterprises that made a profit of at least NOK 50 000 during the financial year to which the grant period belongs must repay any grants they have received in excess of this amount. This does not apply to compensation that is received for lost stock.
This provision applies to private limited companies, public limited companies, co-operatives and partnerships covered by the Partnerships Act, as well as foreign enterprises engaged in commercial activity registered either in Norway or on the Norwegian continental shelf. Sole proprietorships are not covered.

Dividend limit

See Section 3a-3 of the Regulation
Grants that are received from the grant period November 2021 onwards must be repaid before the enterprise approves or pays dividends, distributions or other appropriations as set out in Section 3a-3, second paragraph of the Regulation.
This provision applies to private limited companies, public limited companies, co-operatives and partnerships covered by the Partnerships Act, as well as foreign enterprises engaged in commercial activity registered either in Norway or on the Norwegian continental shelf. Sole proprietorships are not covered.
